The Legal Services (LE) division of DSBE was founded in 2012 in East Palo Alto. It is expected to become an autonomously profitable business unit by FY2016-17 and to remain a vital division of the corporation over its lifetime and well beyond its founder's.

The initial mission of the Legal Services division is to complement the  Community Law Clinic of Stanford University, the Community Legal Services in East Palo Alto (CLSEPA,) and the city's private law firms by offering civil and criminal law support in the following areas to the East Palo Alto community.

  • criminal;
  • personal injury;
  • family law;
  • business law;
  • civil liberty;
  • class action;

Services

DSBE's legal assistants can help you prepare affadavits or other documents, such as legal correspondence, and organize and maintain documents in a paper and/or electronic filing system. Addiitionally, they may assist you with the following.

  • They can file pleadings on your behalf or your attorney's with court clerks;
  • They can search public records on your behalf;
  • They can serve subpoenas and deliver other legal documents on your behalf.

They are not licensed to give legal advice, unless they have passed the bar exam in California. For such advice, DSBE's Legal Services division would refer you to one of our approved partners.


Those partners include the Community Law Clinic of Stanford University. It offers criminal case support through its Parallel Justice Project, and helps victims of crimes apply for victim compensation fund benefits. To complement this, DSBE's Legal Services division focuses on criminal defense services.


Another partner is the Community Legal Services in East Palo Alto (CSEPA.)CLSEPA focuses on immigration, housing, consumer, and some civil law matters. By balancing that established program -- now in its tenth year -- as well as the Stanford Law Clinic, DSBE believes its focal areas of business law and regulation, civil litigation, civil rights litigation, and criminal defense litigation and services, will provide the East Palo Alto community a more complete range of legal support services and higher levels of justice and legal health, both personal and public.

Short-term Goals

The short-term goals of the Legal Services Division include the following.

  • Identify and contract referral terms with outside legal service providers such as attorneys, paralegals, private investigators, and process servers with its mid-term goals in mind;
  • Compile content to help provide legal services;
  • Develop marketing collateral;
  • Collaborate with legal insurance sales organizations;
  • Focus on serving an East Palo Alto clientele.

The mid-term goals for DSBE's Legal Services Division include the following.

  • Achieve sustainable profitability as a standalone business unit latticed into DSBE's corporate structure;
  • Expand its East Palo Alto base into DSBE's general target markets of Atherton, Menlo Park, Palo Alto, Portola Valley, Stanford, Woodside, and the unincorported highlands of San Mateo County;
  • Translate content into other languages to better serve its diverse clientele;
